The Code of Rights

This course introduces the Code of Health and Disability Services Consumers’ Rights, an essential foundation for safe, respectful, and person‑centred care in Aotearoa. Created for kaimahi across aged care, disability, community, and whānau‑based services, the course explores what the Code means in real practice. Learners are guided through communication, informed choice, consent, cultural safety, and supporting tino rangatiratanga (self‑determination). You’ll gain a clear understanding of who the Code protects: anyone receiving health or disability services, including kaumātua, people with disabilities, tāngata whai ora, and people supported in their homes or communities. Grounded in manaaki and dignity, the course draws on Māori health perspectives such as Te Whare Tapa Whā, reinforcing that wellbeing includes physical, emotional, spiritual, and whānau dimensions. Trauma‑informed principles are woven throughout, emphasising safety, transparency, and genuine choice. By the end, kaimahi will know how to recognise and uphold each right, respond when concerns arise, and support people in ways that protect their mana and promote trust.

Why this course is important?


The Code of Rights is a legal and ethical foundation for all health and disability services in Aotearoa. It legally protects people receiving health or disability services in Aotearoa and ensures they are treated with respect, dignity, effective communication, and culturally responsive care. Understanding the Code helps kaimahi provide safe, rights‑based and trauma‑informed support, upholding informed choice, consent, independence, and cultural needs, including the needs of Māori and whānau. It also strengthens trust and safety in everyday practice, giving kaimahi the confidence to uphold people’s mana and creating care environments where whaiora feel heard, protected, and empowered to participate in their own wellbeing.
